Projects Granted Planning Consent
Below are just some of the recent Schemes and Planning Consents for which the Directors of Lambe Planning and Design have been responsible. Many of these schemes involved complex and diverse issues which required overcoming – many being successfully gained where previous agents or clients have previously had refusals.
- Planning Permission Granted for a new 28 acre Holiday Park scheme on a visually exposed extremely sensitive greenfield open countryside site - for 33 Holiday Lodges, 85 Touring Caravans, 60 Tents, 15 Camping Pods & Safari Tents, Golf Course, Bunk Barn, Reception, 2 Amenity Buildings, Play Barn, Workshop & Machinery Store, new highway access and two Lakes. Due to the size of the scheme, and Highways objections a significant amount of detailed reports and supporting information were required to overcome and address many contentious issues and Objections. Planning Permission Granted December 2017.
- Feedback received from the client :- “I must thank you for the work you put into this difficult project. I’m sure that the strong design produced by Lambe Planning & Design Ltd pushed this scheme through because 1 - it is a good asset for the area, and 2, it is also very visually appealing. Well done!”
- Planning Permission Granted on a highly sensitive Green Field Site in North Wales for an exclusive Holiday Lodge and Holiday Glamping Pod Development of 20 units, plus a new Central Facilities Building, Reception, Managers Lodge / Dwelling and large lake.
Pre-Application enquiries were undertaken and the responses received were unfavourable with the final scheme due to be Refused. Detailed negotiations were undertaken by this practice with the Local Planning Authority, Highways, Natural Resources Wales and Dwr Cymru. The Scheme was totally against Local Development Plan Policy due to the sites sensitivity and potential impacts. Following detailed negotiations and a presentation by Lambe Planning and Design the proposal was Approved unanimously by the Planning Committee. Permission Granted December 2017.
- New Holiday Lodge Park Wiltshire. Planning approval obtained for a new and exclusive Holiday Lodge Park (90 Lodges, 10 Pods and 10 Touring Units) in an Ancient semi-natural woodland lakeside setting designated as a County Wildlife Site – approved 2017
- New luxury Spa facility at The Warren, Abersoch. Planning approvals obtained for new Holiday Home areas and a new spa, spa experience with treatment rooms, spa pool and health food eatery. The Park lies within an Area of Outstanding Natural Beauty (AONB) and designated as a Landscape of Outstanding Historic Interest. Approved 2017.
- Planning permission granted for a Holiday Lodge and 2 Shepherds Huts on a very sensitive dune system / ecological site. Approved November 2017
• Planning Permission Granted for a scheme located on an extremely sensitive 14 acre greenfield open countryside site for a Holiday Lodge Park. The Lodges were of a unique bespoke design, with Lakes, Reception Building and associated leisure facilities creating a 5* Tourism Destination.
- The site was open countryside, and afforded significant protection through its nationally designated status as part of the Kent Downs Area of Outstanding Natural Beauty (AONB), and also designated as a Special Landscape Area (SLA). The Site was located immediately adjacent to Ancient Woodland which was classified as a Local Wildlife Site. The Application site was also classified as being in an Area of Archaeological Potential.
- A Pre-Application Enquiry with the LPA advised that the scheme would be extremely unlikely to be supported.
- Lambe Planning and Design undertook extensive negotiations with both the Local Planning Authority and the Statutory Consultees, including the Economic Development Department, Ministry of Defence, Kent Wildlife Trust and Landscape Officer etc.
- The scheme was subject to significant Objections from the AONB Unit, Kent Wildlife Trust, Landscape Officer, CPRE, neighbours and Local Residents. The proposal was totally against Policy and Recommended for Refusal by the Local Planning Authority on the basis that the scheme would be extremely harmful to the unspoilt character of the Kent Downs Area of Outstanding Natural Beauty and the Special Landscape Area - but following a presentation undertaken by Lambe Planning and Design at the Planning Committee it was subsequently approved as a Departure from the Development Plans

- Changing Holiday Use to Permanent Residential accommodation on 5 Holiday Cottages – Cornwall. Approved 2017.
- Planning Permission Granted North Wales for 7 Static Holiday Home Caravans – Approved June 2017.
- Planning permission granted for 14 Static Caravans and 2 Chalets on a Park located adjacent to a very sensitive dune system / ecological site. Approved March 2017
- Masterplan re-layout of a 540 pitch Holiday Park including change of use of car parking areas to form Holiday Lodge development and extension of boundaries onto green-field land in AONB and Landscape of Outstanding Historic Interest. North Wales - approvals obtained 2016 and 2017.
- Planning Permission granted on a green field site for 6 twin unit holiday lodges on a sensitive greenfield woodland site. Involving extensive negotiations with the LPA, Highways, Environment Agency, Parish Council, Yorkshire Wildlife Trust, Yorkshire Water and including tree surveys, highways / traffic surveys, 3 ecology surveys due to the presence of Otters and Badgers on site. Planning Consent Granted September 2016
- New Central Facilities complex including new indoor leisure pool / water park / flumes, spa, gymnasium, steam rooms, restaurant, Sports Bar and offices for a 500+ unit Holiday Park in Devon – involving a £24 million upgrading and reinvestment programme – approved 2016
- Planning Permission for 15 Holiday Home Static Caravans – Granted September 2016
- Planning Permission Granted for 11 Holiday Lodges, 5 Pods, Owners / Manager’s Accommodation, Reception, Office and Central Facilities Building - Approved May 2016
- New Touring Caravan Park, together with ancillary facilities and winter storage – North Wales. Park located within a Landscape Conservation Area and a Landscape of Outstanding Historic Interest. Planning approval obtained 2016.
- Masterplan for 31 pitch Holiday Park (including lodges, managerial accommodation, camping pods and facilities building). National Park – Yorkshire. Planning approval obtained 2016.
- Planning Consent for a new Access Road enabling the re-layout of a holiday park– Approved May 2016
- Touring and Camping Park – extension of Holiday Lodge Park to create 60 Pitches (Touring Caravans and Tents) – Herefordshire – approved March 2016
- Extension of existing Holiday Park for 83 additional Holiday Lodges on existing pitch and putt golf course adjacent to a Special Area of Conservation and County Wildlife Site – Devon – approved February 2016
- Planning Permission for alterations to a Reception & Central Facilities Building on an existing Holiday Park on a sensitive site on the North Wales Coast – Approved December 2015
- Touring Units and Holiday Homes – Masterplan proposal for the upgrading and extension of an existing Holiday Park (200+ Touring Units, 20 Holiday Homes, Managerial accommodation, Winter storage area, extended holiday season, new facilities building and diversion of Public Footpath routes) – National Park, Wales. Approved 2015.
- Planning consent for a new Holiday Park on a Green Field Site for Shepherds Huts on a sensitive greenfield site adjacent to an AONB, a Special Conservation Area and a National Park - Approved December 2015
- Planning Consent Granted (and completion of a S106 Legal Agreement) on a sensitive Green Field Site in Oxfordshire for 36 Holiday Lodges involving extensive negotiations and consultations with the Local Authority and 3rd party Consultees. Approved October 2015
- Demolition of dwelling and development of orchard area for 8 Holiday Lodges – Surrey Green Belt approved October 2015
- Park Homes – Extension of existing Park Home development to locate 5 Park Homes on site of existing garages – Green Belt, adjacent to Area of Landscape Importance, adjacent to Site of Nature Conservation Importance, adjacent to Listed Historic Garden and lying within Flood Zone 2 – approved October 2015
- Scheme for Solar Panels to provide energy for a very large holiday park – Approved July 2015
- Section 106 (S106) Legal Agreement to remove Occupancy Covenants and Restrictions to enable significantly longer periods of stay within a 12 month season, and to permit the sale of Leases. Approved June 2015
- A Certificate of Lawful Use (CLU) Application for Accommodation for a Warden / Manager’s unit on a holiday Park involving the preparation of detailed Evidence Statements, Declarations & Affidavits and other supporting Evidence. Approved May 2015
- Extension of existing Touring Caravan Park to create 13 additional pitches, 6 camping pods, late night arrivals area and winter storage area – North Wales – approved April 2015
- Extension of Holiday Park (for 10 Holiday Caravans) onto green-field land in AONB – North Wales – approved March 2015
- A CLU Application for 37 Touring Caravans (including Seasonals). Involving many complex issues including the preparation of 27 Statements, Declarations & Affidavits and other supporting Evidence. The Application succeeding where other Agents had previously failed. Approved January 2015
- A Certificate of Lawful Use (CLU) Application for a total of 225 Tents. Involving many complex issues including the preparation of 32 Statements, Declarations & Affidavits and other supporting Evidence. The Application succeeding where other Agents had previously failed. Approved January 2015
- Holiday Homes – Masterplan for the upgrading of a Holiday Park in a National Park including replacement of Touring Unit pitches with Holiday Caravans (64 Holiday Caravans, 34 Touring Units and Warden’s residential accommodation) – National Park, England – approved 2014.
- Planning Approval to vary the terms and length of Occupancy Conditions to enable significantly longer periods of stay within a 12 month season – Approved October 2014
- Consent Granted for an unrestricted 11 month Season for Holiday Accommodation – for an extremely sensitive site located within Flood Zone 3. Approved October 2014.
- Planning Consent Granted for Motorhomes within the North York Moors National Park adjacent to The Cleveland Way – Approved August 2014
- Masterplan for a 220 Pitch Holiday Home and Residential Park in the Cornwall AONB (24 Park Homes and 196 Holiday Homes, removal of a Section 106 Agreement and changing former camping fields to Holiday Homes) – approved at Appeal, Cornwall – August 2014.
- Consent granted for a new touring unit holiday park located on a very sensitive greenfield site, in the setting of a Grade 2 Listed Building listed and in the Doomsday Book – the site was also classified as Flood Zone 3. The planning Application was Recommended for Refusal. LP&D successfully obtained planning permission against the Officer Recommendation and obtained a unanimous Decision of Approval from the 14 Planning Committee Members. Approved July 2014
- Holiday Lodge Park scheme on a greenfield site for 41 Lodges and Managers Accommodation split in to two phases. Phase 1 of 26 Lodges and an Agreement in Principal for the second phase of 15 Lodges. The site being partially classified as Flood Zone 3 involving extensive negotiations and consultations with the Environment Agency and LPA. Approved May 2014
- Scheme for Solar Panels located adjacent to a very sensitive dune system ecological site – Approved April 2014
- Boat store for approximately 200 boats in AONB – North Wales – approved March 2014
- Planning Consent Granted on a sensitive Green Field Site in Somerset located in Flood Zone 3 for 4 Holiday Lodges involving extensive negotiations and consultations with the Environment Agency and LPA. The site having also suffered previous Refusals by other agents. Approved February 2014
- Consent Granted for an unrestricted 50 Week Season for a Holiday Home Park – Granted October 2013

- New Monolith Entrance Sign for a Holiday Park located in a National Park – Approved April 2013
- New reception building, sales office, maintenance building and store – full planning approval granted following a planning refusal previously obtained by another agent, planning consent granted by the Planning Committee against an officer recommendation of Refusal – Lake District. Approved - April 2013.
- New entrance feature and signage for a 500 pitch Holiday Park in North Wales. Approved – March 2013.
- Case won – Detailed Case and Representations prepared for the Planning Inspectorate in relation to an Appeal for an Intensive Poultry Unit for 39,850 chickens and Manure Store adjacent to a Holiday Park in Cumbria. Case Won and Appeal Dismissed – February 2013.
- New Touring Caravan Park, boat storage area, additional Holiday Home pitches, new facilities building, all year round Holiday Season and winter storage for touring caravans – Wales. Approved - February 2013.
- Planning Consent for a new on Park Amenity Building, 3 Camping Pods and re-siting 6 Touring Units, North Wales – Approved February 2013.
- Planning Consent for a Holiday Park Manager’s Residential Lodge Accommodation located on the Cornish Coast adjacent to a very sensitive dune system ecological site - Approved December 2012.
- Planning Consent for 30 Seasonal Touring Caravans on a Holiday Park within the North York Moors National Park - Approved November 2012.
- Change of Use Planning Application for the Display and Sale of Caravans & Motorhomes for a Commercial Retail Site adjacent to the A1 at Scotch Corner - Approved October 2012.
- A Masterplan Planning Application for a Holiday Park located within the North York Moors National Park for :-
- 1). Re-siting of 5 static holiday caravans to give improvements in layout and landscaping

- Change of Use Planning Application in Lancashire for a new Holiday Park on a sensitive Green Field site for a large Tenting Field, 25 Touring Units and 6 Holiday Lodges – Approved Autumn 2012.
- New Maritime Design Feature Entrance & Signs for a Holiday Park in Cornwall - Approved 2012.
- New Large Main Entrance Signs for a Holiday Park in Suffolk - Approved 2012.
- Additional Holiday Homes in lieu of seasonal touring pitches and a new Feature Entrance for a Holiday Park in North Wales - Approved 2012.
- Planning Consent for 13 additional Touring Units within Flood Zone C2, North Wales – Approved.
- Major extension to a Holiday Park in the Lake District for 64 new Holiday Home pitches (219 pitches in total) adjacent to a Site of Special Scientific Interest (SSSI), River and lying within Flood Zone 3. Approved.
- 28 Hectare (70 acre) extension to a Holiday Park in the Cotswolds, trebling the size of the Planning Unit (a total of 430 pitches) together with a new ecologically sustainable golf course, sustainable irrigation system, golf putting green, nature trails and fishing lakes with 100 new Holiday Home pitches. Approved.
- Planning Consent for 30 additional Static Holiday Homes, North Wales – Approved.
- Extension to an existing Holiday Park for additional touring caravan pitches, tent camping pitches, winter storage, and managerial accommodation for Park Warden (57 pitches in total). Approved – North Wales.
- Planning Consent for 11 additional Touring Unit Pitches, and Amenity Building, North Wales – Approved.
- Major “Greenfield” extension to an existing holiday park in Herefordshire for an additional 35 “lodge” style Holiday Homes (a total of 309 Holiday Home pitches with fishing lakes) plus new leisure facilities to include: Golf practice range, golf putting green, new ecologically sustainable golf course with irrigation ponds and wildflower margins, golf maintenance shed and golf club house (restaurant and function rooms) within an existing complex which includes 16th Century stone and oak timbered Grade II Listed buildings. Approved - Herefordshire.
- Consent Granted for the reconstruction of a WW2 Building, Approved against The Parish Council Recommendation of Refusal and significant local Objections, Stratford upon Avon – Approved.
- Planning Consent for new signs and flag poles at 4 sites (3 Holiday Parks and a Head Office) North Wales – Approved.
- Planning Application for 14 additional Holiday Homes, and a new highway Feature Entrance, North Wales – Approved.
- Replacement of Touring pitches with Holiday Lodge pitches (17 lodges and managerial accommodation) adjacent to a Country Pub together with all year round Holiday season. Approved – North York Moors.
- New ‘greenfield’ Eco-Holiday Park for 26 Lodges together with all year round Holiday season, adjacent to a Grade I Listed Jacobean Mansion. Approved - Yorkshire.
- Planning Application to triple the size of a Touring Park in the Peak District for a site located within the Green Belt which was Recommended for Refusal – APPROVED.
- Large Reception and Central Facilities Building for a Holiday Park on Anglesey – which was Recommended for Refusal – APPROVED.
- Consent for a 12 a month Season for Holiday Accommodation – for an extremely sensitive site located within Flood Zone 3 in Somerset - Approved.
- New Holiday Park (30 “lodge” style Holiday Homes and residential managerial accommodation) adjacent to a Country Pub and restaurant. Approved - Sussex.
- Replacement of all Touring Caravan and all existing Holiday Caravan pitches with residential Park Home pitches and extension of Planning Unit onto Greenfield land for 6 additional pitches. Approved - Lancashire.
- Planning Consent doubling the size and capacity of a Touring Park for 40 Pitches in North Wales. The Site is located within a designated Special Landscape Area and involved extensive negotiations with the Planning Authority and external consultees - Approved.
- MasterPlan Scheme - Planning Consent granted effectively doubling the size of an existing Static Caravan / Lodge Park for 60 units and Managerial / Warden’s Accommodation - located in a highly sensitive woodland valley in Devon, involving extensive negotiations with the County Arboriculturalist, Ecologist and Environment Agency. The scheme necessitated a Flood Risk Assessment, Ecological / Habitat Survey and Arboricultural Survey. Permission Granted.
- A successful Planning Appeal for a residential unit for managerial accommodation on an existing Holiday Park. Approved - Yorkshire Dales.
- New Central facilities building incorporating new golf club house, indoor swimming pool, hot tubs, restaurant, fitness suite, conservatory coffee bar, reception and sales offices for a 500 pitch Holiday Park. Approved - Cornwall.
- Planning Appeal won on a major Holiday Park in Lancashire for a very large tree house within an area classified as Parkland within the local development plan and contrary to Policy. Appeal Won / Allowed.
- Masterplan application including extension of area for the re-development of an existing holiday park for 74 Holiday Lodges (including replacing all touring unit pitches with holiday lodges), new feature entrance, together with extension of Holiday Season. Approved – National Park, Wales.
- A Masterplan Scheme – effectively doubling the size of an existing Static Caravan Park in Somerset into adjacent agricultural land for 44 twin unit holiday lodges and restructuring of the existing Park. Located within Flood Zone 3, involving extensive negotiation with the Environment Agency, Highways, Planning Department and other Consultees. Subsequently referred to GOSW (Government Office for the South West) by the LPA due to the sensitivity of the site and creation of a precedent. Approved.
- A Certificate of Lawfulness application to neutralise an agricultural occupancy restriction on a farmhouse in Herefordshire - Approved.
- A CLU (Certificate of Lawfulness) planning application regularising the use of Land for the annual use of 1,012 tents in the Peak District. This application also encompassed expanding the boundaries of the existing Park - bringing into the Planning Unit additional agricultural land to form part of the Park. Approved.
- Masterplan proposal for a Holiday Park adjacent to an award winning marina, extension of area, re-layout (130 pitches in total), new entrance feature, managerial accommodation, new central facilities building incorporating indoor swimming pool, fitness suite, restaurant, reception, sales offices, games room and new children’s recreation area. Approved - Wales.
- Planning Consent for 33 no. Touring Unit Pitches located in an exceptionally Environmentally Sensitive Site – classed as Dune Heath. Involving extensive detailed negotiations with the County Ecologist and LPA. Approved.
- Planning Consent on Agricultural Land for a Tourist / Recreation Facility allied to Farm Diversification involving the creation of 4 Lakes for a Fishery / Fishing enterprise in Lincolnshire. Approved.
- “Masterplan” for the phased upgrading of a Holiday Park to include 15 additional Holiday Home pitches, extensions onto ‘green-field’ areas of the Park (total 112 Holiday Home pitches and a residential Park Home), sales display area, boat storage area, extended holiday season. New Central Facilities building with indoor swimming pool, sauna, fitness suite, reception and sales office. Approved – Isle of Anglesey.
- Extensions to the length of holiday season for a group of 9 Holiday Parks. Approved - Wales.
- “Masterplan” for the upgrading of an existing Holiday Park including 35 additional Holiday Homes and 1 residential Park Home (120 Holiday Home pitches in total). Approved – South Wales.
- Extension into woodland for 35 holiday lodges on an existing Holiday Park. Approved – Mid Wales.
- Planning Appeal against two Conditions the LPA wished to impose for two extremely restrictive Holiday Occupancy Conditions on a Holiday Lodge and Static Caravan Park - Appeal Won / Allowed.
- Application for re-alignment of a Holiday Lodge Park road and re-location of Lodges within an AONB and Flood Zone – Approved.
- “Masterplan” for the phased upgrading of a 240 pitch Holiday Park including 38 additional Holiday Home pitches adjacent to a Blue Flag Award beach and Nature Reserve. Approved - Wales.
- Masterplan for the re-layout of an existing 140 pitch Holiday Park, together with replacement of 35 touring caravan pitches with 16 twin unit Holiday Homes. Approved - Devon.
- Masterplan for the upgrading of an existing Holiday Park including the replacement of 30 Tents and 15 Touring Caravans with a total of 27 Lodge style Holiday Homes. Approved – Cornwall.
- Masterplan application for the amalgamation of two holiday parks, the replacement of all Touring Caravan with Holiday Home pitches (53 pitches). Approved - Wales.
- Planning Consent for a Sewage Treatment Plant within Flood-Plain and an AONB – Approved.
- Planning Application to replace 6 touring caravans with 5 static caravans and two twin unit holiday Lodges in North Wales. The Park has a Scheduled Ancient Monument located within it and adjoins the Anglesey Area of Outstanding Natural Beauty (AONB) – Approved.
- A CLU (Certificate of Lawfulness) planning application regularising the use of 6 Touring Unit Pitches as forming part of a Park on Anglesey. This application also encompassed expanding the boundaries of the existing Park - bringing into the Planning Unit additional areas together with “Regularising” the use of two additional “static caravan pitches” previously used and occupied by Seasonal Touring Caravans – Approved.
- A Masterplan Scheme on a large 12,500 acre Sporting Estate in Northumberland gaining Planning Consent for 106 Lodges and Static Caravans - effectively doubling the area of the Park onto a green-field site in the AONB. The site was in a riverside location and within Flood-Plain. This Necessitated a Flood Risk Assessment, Extended Phase 1 Protected Species Habitat Survey and Environmental Impact Assessment Screening. Two SSSI’s were also immediately adjacent to the site. The scheme was totally against policy, but recommended for approval as a Departure from the Development Plan. The scheme was unanimously approved by the Planning Committee and due to its delicate location and “Departure Status” subsequently referred to the Government Office for the North East for Approval - Approved
- New Holiday Park on a greenfield site for 175 pitches (Holiday Homes and Touring Units) plus 30 new Lodges (205 pitches in total). Approved - Northamptonshire.
